FSU’s Student and Educational Services Names Dean, Associate Dean of Students

Frostburg State University Division of Student and Educational Services has named Dr. Jesse Ketterman as assistant vice president for Student Services and dean of students and Jeffrey Graham as associate dean of students.

Ketterman, a 10-year FSU employee, assumed his duties over the summer following the retirement of Dr. John Lowe, who held a similar role for many years. Ketterman has served various roles as a student conduct liaison, including director of Student Development and assistant and associate director of Residence Life. Ketterman will continue to maintain local partnerships with community officials and will continue to provide leadership to the summer orientation program. The Brady Health Center and the campus-wide wellness program will operate under Ketterman’s direction.

Graham, who assumed his responsibilities in October, previously worked as a student development specialist in the FSU Student Support Services office, offering guidance and support for first generation and low income students. In his new role, Graham will address a variety of student behavior issues, work with summer orientation and address a number of initiatives involving student safety.

Ketterman and Graham will provide leadership and direction to the FSU's student conduct system. Ketterman has passed to Graham oversight of off-campus student behavior issues and leadership to the University's broad-based Alcohol Task Force.

“During his decade of service to FSU and our students, Jesse Ketterman has demonstrated his ability to work effectively with others. His considerable work ethic is fueled from his commitment to our students and his genuine desire to be responsive to their needs,” said Dr. Tom Bowling, vice president for Student and Educational Services.

“Prior to his university experience, Graham worked extensively in the field of alcohol and student behavior. This combination of experience makes Jeff an ideal candidate to fulfill the role of associate dean,” said Ketterman.

Ketterman has two master’s degrees from Frostburg State University in business administration and education and holds a Ph.D. in educational leadership from Touro University International. Before joining the FSU staff, Ketterman graduated from Military Police Basic Training School and served in the U.S. Army Reserve, going onto active duty after Sept.11, 2001, under Operation Noble Eagle. His is a member of the Association for Student Judicial Affairs, American College Personnel Association and the National Association of Student Personal Administrators. He has presented nationally on addressing student behavior off-campus and has written articles on due process in student conduct systems.

Prior to FSU, Graham worked at Waynesburg University as coordinator of Student Services. Graham was responsible for providing academic advising to first-year students and students on academic probation, and he coordinated Waynesburg's alcohol and other drug program.

FSU’s Division of Student and Educational Services, through its programs and services, promotes student development, leadership, respect for others and responsibility within the global community. For more information, call 301-687-4311 or visit
